This program emphasizes that the cycle of violence can only be broken with outside intervention. Arrest is often the best step. More than 50% of reported cases of spousal abuse also involve child abuse. The purpose of arrest is not to keep offenders behind bars, but to force them to seek help and therapy which is an essential part of the recovery process.

Emphasis is placed on reaching incarcerated individuals, the homeless, and other institutionalized persons so they may break down their own wall of denial.
